Abstract
In this paper, a scheme for nondivergent wind fields on ground based on variational method is described. The two-dimensional form of mass-conservative principle is taken as the variational constraint condition. The induced wind fields are available for assessing wind energy potential over a hilly area. The application of empirical orthogonal function to the observed winds reduces the computer time largely, and it makes the scheme more suitable for practical use. A model example showing the property of the model is given.
