Abstract As climate change intensifies and extreme weather events occur more frequently, climate investment and finance have emerged as one of the effective means to mitigate climate risks. Guided by the "Dual Carbon" strategy and the "Two Mountains" theory, Wenzhou has explored innovative integration of meteorology and finance, leveraging the "Wenzhou Climate Resources Protection and Utilization Regulations", its inherent advantages as a climate-resilient city, and its status as a pilot zone for financial reform. In 2021, the Wenzhou Meteorological Bureau partnered with the Wenzhou Branch of the National Banking and Insurance Regulatory Commission to launch the "Wenzhou Climate Loan" financing project. This initiative aims to provide favorable credit support to enterprises identified as climate-friendly, thereby promoting climate risk reduction and fostering green, low-carbon development among both businesses and financial institutions. As a pioneering model in China, the Wenzhou Climate Loan exemplifies the integration of meteorological and financial services to advance climate finance. It offers advantages such as low interest rates, fast approval, and exclusive green channels. However, challenges remain in standardizing evaluation indicators, funding pool development, risk joint prevention of target assets, digital platform construction, collaborative research, and training of technical talents. This study examines the practices of the Wenzhou Climate Loan, discusses its benefits and limitations, and proposes improvements, with the aim of providing insights into the synergy between meteorology and finance in supporting green finance and resilient governance.
